    Unhappy disorderly conduct...harassment?

Hello, I'm a fairly new resident of Oregon. I recently received a letter in the mail stating charges were being filed against me for disorderly conduct in the second degree. I'm not exactly sure which incident it was or when, there is no information on the letter. It could be any number of instances in the past 8 months, as I've been harassed constantly since i moved into town. Following me everywhere I go, stopping me randomly just to "check up" on me. The day I moved in, two officers knocked on my door to "Welcome me to town"...wanted to see my ID, SS card, insurance, look around my apartment, ask me all kinds of questions about where I'm from, why I moved, who's my family, just all kinds of nonsense. It's been a long 8 months. Anyways, what can i do? I'm disabled and have very little income, so i cannot afford an attorney.

Try contacting your local BAR association and ask them for a referral to a free legal clinic or a pro bono attorney.

Since no town has a police force with that much extra time on their hands, one must wonder what the back story to this is.

The federal constitution mandates, if jail time is proscribed by law, AND they wish to seek it upon conviction, they must provide an attorney for you if indigent. Your state constitution may afford a greater protection though.

If the offense is not jailable, then the federal constitution does not mandate a free attorney be appointed, as most states follow, including mine.
