    Personnel issues in public meetings

Can a town council discuss job performance in a public meeting even though they don't use the name of the person they refer to the position which is only held by one person. In other words the public can put two and two together and know who the members are speaking of ie the Chief of Police

I don't see what would prevent them from discussing this. In fact, wouldn't it be better discussed in a public meeting so other individuals can provide their input on the job performance of that individual?
