Unless this somehow involves a legal case, there is no conflict of interest and nothing unethical about it.

Bf being held on federal charges

Bf held on federal charges attorney representing him related to my ex husband, who has constantly harassed the both of us thru gps tracking of my car and reports to local sheriffs department about everywhere we were and his personal assumptions of what we were doing ext.. And quite frankly lawyer will not return calls, only been to talk to BF twice and one of those was to encourage him to sign plea on a case that before was more than excited to take.

I definitely smell a rat here. I would go down there and talk to the lawyer yourself. Has your BF paid the laywer? Also, have you brought this to the attention of the law office? What are the charges? Is the lawyer a public defender or a privately hired attorney?
