    An international student's question

    Dear sir or madam,
    My name is Pu Du, an international student from China. My SEVIS number is N0008768037. I attended 2+2 program between Chongqing University of Posts and Telecommunications with Nicholls State University( School code: NOL214F00050000). According to the agreement, if I have an TOEFL iBT score of 71 or higher, I could be admitted. Once I am accepted, I would pay the same tuition fee with local student. Although I only get 65 points, I also have been admitted. I take it for granted because I saw that their website show that they only request 61 points or higher.
    No school officer made mention me about the out of state fee. And, my I-20 also show me that I get the funds from this school(out of state fee waiver) , I thought I would pay the same tuition with the local students. But, when I come to Nicholls State University from China, school officer told me that I should pay the out of state fee. I hesitate studying here for a long time. I-20 shows me that I can get the waiver. That means much money for me. I just see the tuition fee is cheap, so I come here to study. You know, I will be graduated soon in China. Ití horrible, I cannot accept it. Itís not my mistake, no one tell my about the out of state fee.
    I came to the international student office to talk about this problem some times. They said that I should reset my TOEFL before March 15. If I get 71 or higher points, I will get the out of state fee waiver. And they also give me another new I-20 to me which not show the out of state fee waiver. Is it legal? Can I refuse that?
    I think this way is not fair to me. And I must get 71 point or higher, or I would pay about 20,000 dollars during two year, itís a big number for me. I need some help!
    Please give me a reply as soon as possible.

    It seems they have you wrapped very nicely if you plan on staying in the US to study. Their web site indicates no representation about fee waivers specific to the TOEFL iBT. In fact, they assess additional fees to foreign students, in addition to out of state tuition. The tuition cut off date was 1/17/12. If you withdraw now, you are responsible for 75% of the tuition, less a processing fee.
