I have been renting for about 8yrs, just recently the management company allowed section 8 tenants to live in the complex. one month ago some tenants move to the apt above us and had three children, the office did not care whether they had childre or not, they just wanted to rent the apt. we complained several times because the kids would run constantly night and day, they finally move. now we have new tenants and their acitivity start @ 11pm and ends about 1:30am we are worry because we have a contract and we do not have the money to move. What can we do? can we sue the management? can you please advise.

You can ask your neighbor to keep it down. You should also report your neighbor to the landlord. As far as legality goes, you can call the police if they are making too much noise. You can also sue the neighbors (you could do this in small claims court). Additionally, landlords generally have the responsibility to provide "quiet enjoyment" to their tenants which means preventing other tenants from making too much noise.
