    can I sue landlord for air conditioning being out?

    Our AIR HAS BEEN OUT FOR LIKE TWO MONTHS (IT'S WORKING FINALLY NOW) But in the mean time we had to stay with friends, and also to pay them for staying there. Should we pay our friends and take the landlord to court? Or what are our legal options?

    You did not have to pay them to stay at their home. You chose to do so. A/C is not a necessity, it is a luxury. At this point, your recourse appears to be not renewing your lease and moving to a complex with more sympathetic management. Many times, older AC units need to be shipped out for repair, which can take a month or two. If the complex does not have enough units in reserve to handle the demand, someone waits.
